I don't have a specific response for you, however I have heard of issues
where it is necessary to physically unplug the power to the system for a
few minutes in order to clear things.

Have you tried to check the terminal server that the QBBs communicate
through. The port may need to be reset. connect to the terminal server and
logout the port. Or Power off -all QBBs. Unplug the 90 TL terminal
server and power cycle the GS320 box. Plug the terminal server back in as
  it powers up.

When it starts up, verify the power module to qbb0 is working. If the power
supply board for qbb0 or qbb2 fail, the system can get into a state where
it will have problems starting. If the power board in qbb0 failed but qbb2
is okay, swap them if qbb2 is not used.
