Try running the following and see if there are any errors in the debug
log file:
startsrc -s lpd -a "-D /tmp/lpd_debug_file"
Make sure you have some space in /tmp before running this, or specify
another location with more space.

As stated by another member add the entry to /etc/syslog.conf and try
starting. If that doesn't give anything the /usr/sbin/lpd file belongs
to bos.rte.printers. You could run lppchk -v bos.rte.printers to make
sure everything is OK with the installation of that fileset. You may
want to checkout some of the AIX admin redbooks also. I believe one of
them has pretty good section on printing related issues.
