Did you try removing the FC card definition also? I've seen an FC card
default to "FC Arbitrated Loop mode" and in order to get it back into direct
Fabric mode, you need to remove the definition and re-add it. How about
trying:

        rmdev -dl fcs0 -R (assuming fcs0 is your active card)
        reboot
        cfgmgr -vl fcs0 (run cfgmgr serially down just fcs0)
        cfgmgr -v
        lsdev -Cc tape i hope the tape drives are back

You also mention jiggling cables- that worries me. If those fibre cables
aren't exaclty lined up, you will get sporadic errors like this. Can you
try directly connecting a fiber between one of the fibre cards and one of
the tape drives? That way if the tape drive is recognized, you know you
have a switch/cable issue.
