Problems with FC configuration

We are having enormous difficulties with a fibre channel configuration.

The server is an SP-attached p660-6H1; AIX 4.3.3.0 ML10+. Two 6228 FC
adapters. One is currently unused; the other is connected to a 3534 Managed
Hub. At the other end is a 3584 tape library with six LTO tape drives.

We've also used a Compaq StorageWorks 16-port hub, which produces the same
results.

The problem is that we can't get the system to recognise the tape drives
reliably. We had then all configured and working fine, with the Compaq hub.
But when we re-booted the server, the tape and library devices remain
Defined, not available. Running cfgmgr lots of times and jiggling the
connection to the server has helped in the past, but not this time. (The
problem has been going on since we installed the system about two months
ago.) At the moment, they're not even defined, because we deleted the
devices in a futile attempt to get things back.

Checking the hub, we can see that all of the tape drives are attached, (both
from the LEDs on the hub ports, and with the 3534 you can log onto the hub
and check its status etc).

The 3534 firmware is v260.

Most of the FC filesets on the server are at the latest levels, (it's at
ML10, but with a couple of extra fixes to devices.pci.df1000f7 & f9; there
are some diag ones which just change message output, but I didn't bother
with them).

When we run cfgmgr, we can see - through the hub management web server, and
just by looking at the LEDs - that something is happening: LED's go briefly
green. But then it ends, and nothing's changed.

We have tried all the obvious things; different cables, swapping between the
adapters etc. Diagnostics show no errors, (although I haven't been able to
run the advanced diags).

Does anyone have any useful suggestions?

Is anyone else successfully using a 3534 hub? (NOT the 3534 F08 Switch.)
