C2 was installed, but not enabled. Running 'sysman secconfig' and telling it
to use the 'ENHANCED' security, plus other items, then rebooting allowed me
to use the extended options to usermod.
I'd like also say how impressed I am with this mailing list. I had 5
responses in less than 10 minutes, and all of them useful. Thanks to
everyone.
