quota command for users

Hello all,

I have a small problem I haven't yet been able to fix with the quota
command.
This is tru64 5.1b and I haven't encountered this type of thing with earlier
version.
The quotas are on, I can edit users' quotas and view them as root with no
problem. The quotas established are actually enforced, as I tested to make
sure, by using ftp and uploading files under a regular user account.
The problem is that regular users can't see their quota when using the quota
command. There are no errors reported, the result just says "none" instead
of showing the quota I set for them.
I double checked on the permissions on the quota command and the quota.*
files, but if it was a permission problem, it would cause and report an
error.
Why can root view a user's quota properly and users only see a quota of
none?
