I received one suggestion, which was to check the permissions on the
/etc/fstab which should be readable by the users if they need to use the
quota command.
It turned out that's what it was, everything else was fine except that read
permission.
The thing is, I wanted to keep the fstab information private, so now any
user can read that... oh well...
