Summary: (old) 5.1a: cannot delete old tape device

This is an old one but we just had a maintenance window this weekend for
other things and was able to address it. Thanks for help from Richard
Jackson, Tom Webster and Chris Eckert, the latter who said the devices
could not be deleted in the current state because the driver owner was
4. not 0. After the maintenance adn reboot, the dirver owner was 0 and
the below commands worked. On some systems after the reboot, 'hwmgr
show dev' did not show certain devices, but 'hwmgr show scsi' did.
 Using combinations of these commands cleared everything up.

hwmgr del comp -id <hwid>
hwmgr del -did <devid>
dsfmgr -R hwid <hwid>
dsfmgr -v -F -V
