Excessive TIME_WAIT connections, help!!!

Hiya everyone:

I got a unusual problem. I've got a process that is making connections to
my server, normally holding 500 or so at a time. Thats cool, all fine and
dandy. However..., it isn't closing them when its done, so its leaving me
tons of connections in a TIME_WAIT status.

I know I can tweak the tcp_time_wait_interval parameter and reboot, but
its a production machine and I'm remote, so I really would like to try to
avoid rebooting it with a tweaked /etc/system file remotely. Anyone know
of a way that I can close these manually perhaps, or can I tweak that
parameter in livetime and have it take effect?
