Oracle not binding to port 1521 on multiple interfaces

We have a number of Oracle 8.1.* installs, and on almost all systems
the tns listener port is binding to all interfaces.

[Ultraman] #netstat -an |grep LISTEN |grep 1521

*.1521 *.* 0 0 0 0 LISTEN
*=All interfaces

However, on one Oracle server, it is binding to only one specific
interface:

[GiantRobot] #netstat -an |grep LISTEN |grep 1521

162.208.1.61.1521 *.* 0 0 0 0 LISTEN

I am trying to determine why 1521 is not binding to multiple interfaces on
the server. A possible issue could be the installation of RealSecure
Intrusion Detection System (ISS/IDS) on the DNS server. I removed the ISS
package, but no change in the port binding. Also, there were some
processor issues on the Oracle server which prompted a reboot.

If we comment out GiantRobot's other IP addresses in DNS, everything works,
but there is still no binding to the additional ports.

Any thoughts would be greatly appreciated.
