Solaris 9, Veritas NetBackup 4.5: How install ru_RU locale in Administration Console

Hello sunmanagers!

I can't see the names of files of ru_RU.KOI8-R locale in Veritas Netbackup
Administration Console.

I wrote /usr/openv/msg/.conf
With
TL 2 ru :hh:mm:ss /dd/mm/yyyy
TM 5 ru_RU 2 ru

And in log-file I see

Login at: [8/31/04 12:36:04 PM GMT+04:00] - host: cyclops port: 13722
username: bvictor locale: ru_RU

But I can't see these Russian symbols, I see squares on place it.

What I did wrong?
