Strange scp behavior cross different SSH

Hi Gurus,

I have two systems, a) Solaris 9 sparc with SSH from Sun, b) Solaris 8 sparc with OpenSSH downloaded from SunFreeware.com .

Most of the settings are default. Problem is, when I on a) Solaris 9, do
 scp /tmp/test.txt b:/tmp
the sshd on b) Solaris 8 will stay there for ever, until there's so many sshd it refuse to spawn more.

While scp from b to a, no such problem, ssh command also works fine.

Any explanation is appreciated.
