Well, it seems that I'm not the first person to run into a problem
like this. There are a few people out there that have written drivers
that seem to work for a variety of cards:

Also, I got one response about Intel and 3Com specifically:

Intel and 3COM nics are both missing Fcode, which is necessary for any
kind of PCI add-on controller to function on a SPARC platform. With
SPARC equipment, if it isn't on the HCL, it's almost definitely not
going to work.

We ended up fixing this problem in other ways, so I have not had the
opportunity to try any of these drivers.
