Thanks for all! The reason to cause this problem is the permission for
/usr/bin/crontab not right. The permission for /usr/bin/crontab should be:

# ls -al /usr/bin/crontab
-r-sr-xr-x 1 root bin 17224 Jun 18 2003 /usr/bin/crontab*

This would set it correctly, run as root:
# chmod 4555 /usr/bin/crontab
