problems with connection of 195.x.x.x addresses

Dear Managers,

i'm having a problem with Solaris 9 (for Sparc, Netra T1). Some users,
from Planet.nl, cannot connect with my servers. They are using addresses
in the range of 195.x.x.x. I have not altered the firewalling settings
(except for ICMP) to block packets. What could be the problem? My ISP
checked their routers and it's not in their hardware. (Another server,
running Redhat9, doesn't have these problems). Could anyone help me...
