Audio capture and conversion?

Hello fellow Sun Managers -

I've been asked to research a particular project. I need to see if I
can find a tool (preferable command line, to be automated) that can
capture audio imput and save as a file. I can automate via cron (radio
show, so timing is consitant) or even better, if it can be automated via
threshold, that would be even better (i.e. audio over a predefined dB
triggers recording).

Then, I need a tool (can be same tool, and again command line) that can
convert the file after it's recorded. The file format they currently
use is Windows Media. I'm not to familiar with windows media, so I
don't know if they can stream anything else (like mp3's). At the very
minimum, we'd need mp3's, but if there is something that will convert to
windows media, that would be perfect as it's what they are already set
up for.
