[HPADM] changing CPU's between partitions

Has anyone done much with moving CPU's and memory between Vpars (or
Npars)? As part of a
system consolidation effort we'd like to reduce the number of failover
systems we currently use. We
have about four different Service Guard clusters that each have a
production node and a test / failover
node. We'd like to make one cluster with four partitions for the
production apps. Then we'd like to have
another four test partitions and a small failover partition. When a
production system fails we'd like to
fail over to the failover partition and move CPU's and memory form the
test partitions. This would give
more resources to the failed application (and retain isolation from test
instances) while allowing the
test instances to remain running with less resources. We'd like to have
an idea of any caveats or
special requirements for doing this. Has anyone implemented anything
similar to this?
