    Try postfix instead of sendmail. It has very easy config files and is
    more secure, too.

    Do you realy want to disable all email for 'normal' users? email is used
    internally: for example, the results of a `cron` job are send by email.

    You can stop outgoing mail for all but root (even for all) but that does not
    stop users from sending mail.

    See `man sendmail.cf` for local documentation.

    Have you checked the sendmail webpages? (http://www.sendmail.org/ or
    ...com/) I recal they have a bunch of example sendmail.cf files.

    An other way to stop users sending mail is to (silently) put their mail in
    the bitbucket. See the file /etc/aliases (`man aliases`) to create an alias
    for al users and send their mail to /dev/null.

    btw: you don't stop users sending email by stopping them using the local
    sendmail deamon! Most mail tools can be configured to use an other machine
    providing the smtp protocol (or one of the many other e-mail protocols).
    Hence, you have to do more to stop users sending mail.
