('binary' encoding is not supported, stored as-is) Having amended my smb.conf and killed the current smbd I am trying to restart smbd, but get error

bind failed on port 139 socket_addr = 0.0.0.0.

Error = Address already in use

How can resolve this. And what is the proper way to refresh smbd/nmbd after changeing the smb.conf file?
