Local printer queue DOWN

We have been seeing local queues on two of our heavily used servers (AIX
4.3.2) suddenly going DOWN. The will not come back up unless we clear the
top job in the queue. If we reprint the same file that is stuck to another
printer or later to the same printer, it is fine. But, while the stuck job
is in a print queue, if we move it to another printer queue, it DOWN's that
local queue too?

Here is the error we get when we try to make it print:

Use local problem reporting procedures.

When I check for the error messages on IBM site it speaks of possible
"missing colon files"? Mean anything to you ?

Any ideas would be welcomed.
