You might want to check out this redbook - AIX 4.3 to 5L Migration Guide:

It's still a draft.

I ran into a similar issue on a 43P trying to migrate directly to 5.2. From
what I had been told by a friend who is a consultant for IBM was that I
needed to be at least at 4.3.3ML10 before trying to migrate directly to 5.2.
I have yet to test it but that is what I heard.

Subject: Migrating from 4.3.3 ML9 to 5.2

Hello,
Has anyone had any problems migrating from AIX 4.3.3 ML9 o AIX 5.2. I have
tried it several times ant each time it just hangs up at around 67%
complete. I tried to a complete over wright to check out my CD's and it
went without a hitch. I get no errors at all. It just hangs. I am
installing on a 43P 150 with two 18 Gig disk drives mirrored and 512 Meg of
memory. As far as I could tell I did not have to go to AIX 5.1 first but I
am in the process of trying that now. Any advise would be appreciated.

Thanks,
