You can specify sugroups in the definition for root or other users. This
would mean that only users in the specified groups could su to that user.
You can also specify "su=false", to prevent ANY user (except root) from
switching to that user.

Otherwise, provided they know the password, or they are root, anyone can use
su.

There are third-party security tools which could be used to provide more
control, but that would probably be overkill. What do you want to achieve?
