I had some problems with SP2 installs failing with LED 554 earlier this
year.
These were due to the presence of some ifconfig commands in /etc/rc.net or
/etc/rc.tcpip - I forget which. They'd been put there by an earlier install
of HACMP.
Some differences, of course, because I was using NIM. But you might like to
take a look in that sort of area.
