AIX 4.3.3; Can't keep xntpd running

Hi guys,
Got two systems running xnptd.
It only stays running for a second
And then I can't find it running. Took
A look in errpt -a and found the following.

How do I interpret this? Or when can I
Look to aid in decoding it?
A copy of the /etc/ntp.conf follows the
