CNX MGR - cannot form a quorum

I know this problem has appeared in the forum before but I cannot find
an answer, any help would be very much appreciated.

I have a TRU64 V5.1B (NHD-7 installed) cluster of 2 DS20 servers. Since
creating the cluster recently one member has crashed daily and I decided
today to remove it from the cluster and re-install it. The cluster is
going under maintenance but at the moment I am on my own.

I get the message, repeated many times, after booting -fi genvmunix:
CNXMGR cannot form: quorum disk is in use. Unable to establish
contact...

I understand that this is a connection problem. I have a DEPA-SA fibre
connection as a direct fibre cable link between the 2 servers and on
booting get a message on the working cluster member "alt0 - 1000mbps
full duplex link up". Also I have taken the default names and addresses
for the cluster interconnection for now, as I did previously.

I cannot connect the server to the network at this stage and am stuck to
know where to go from here.
