Thanks to Dr. Blinn, again. After perusing the documentation he
suggested I am going to install WLS subset on a test server and figure
it out.

Here are his comments:

"As far as I know, there is no single simple cookbook approach.

The specific details may vary from release to release, but there is a
whole book in the documentation set on internationalization (I18N) and
localization (L10N) support. Yes, you will need to install the
appropriate local language support for the locales in which you need
that support. The installation impacts the patch process, so it is best
to install the local language support at initial system install time, so
it will be patched during any patch updates. There are a number of
additional things that need to be done, and depending on what
applications you use (third party or self developed), you may or may not
get the results you seek, since there are two different I18N/L10N models
widely used in the UNIX industry, and not every application has been
built to use the one provided by Tru64 UNIX. Also, you may need to
install application specific message files to get full local language
support. And you will need to set up either the system as a whole or
specific users to turn on the set of locale controlling environment
variables.

I strongly recommend you get the "internationalization" book (from the
on-line documentation CDROMS or the web site or hardcopy if you can
order it) and read it as a start."
