Charles Ballowe suggested to check that my shell (bash) was
listed in /etc/shells

and that took care of it.

  explain it, but neither am I on the 5.1b system and yet I can

    Trying to connect from 5.1b to a 4.0d systems using
    ftp, I am getting access denied when I try logging
    in as myself. The other direction works fine. I have
    accounts on both. Now there are only two entries in
    ftpusers on both systems, so I wonder how it is that
