setld woes

Hello Gurus ,
                 I have strange setld problem . System is XP1000 tru64
5.1a pak 4 .

I am trying to install some language packs (Japanese packs )from the
Boot_CD . It is all in WLS kit .

Now for some reason it does not list any of the language packs and/or
other misc kit .

Is there a way I can force the installation of these packs and if so
what is it called , from what I can see .. it must be some "IOSXXXX".
