Thanks for responses from Dr. Thomas Blinn, Allen Carpenter, Martin
Andersen, Raul Sossa and Lawrie Smith.
The solution was provided by HP. The original sysconfigtab contained a
couple of anomalies.
1) A blank line between a stanza header and contents
2) Two identical stanza entries.
Obviously we need to start using sysconfigdb ;)
