After many days with tech support we have Legato working with our ESL9198
library. The steps we did:

ESL9198 checks
Vendor ID
Serial Number
IEEE Number
Serialization Enabled
# Drives
# bins
Model Number
Cable robot controller to be on bus 0 or NSR

NSR m2402
upgraded firmware 4.03.21
Changed mapping from 'auto indexed' to 'indexed'
        - created custom map to put AF CTRL at LUN 0, CHGR at LUN 1

Then rebooted our Alpha, Bill Gates troubleshooting, and everything worked.
We upgrade the NSR and changed our map in one step combined with the reboot
and the system worked.
