It appears that the have to compile expect with a later version if TCL. See

And use the expample whicxh comes with expect which is passmass
You can get expect direct from the source @ <http://expect.nist.gov/>
I found that I needed to install a new and complete version of TCL (in
/usr/local) because not all the required libraries are present with the OSF
installation and anyhow it's a very old version.
As for the actual error you are getting, I think this is because the
configure script is not correctly "guessing" the host type. It was a long
time back I did this, but as I recall, I had problems with the location of
the TCL libraries and the host type.
If you read through the configure script, you will see that you can tell the
script the host type you want to use.
Host type:
--build=BUILD configure for building on BUILD [BUILD=HOST]
--host=HOST configure for HOST [guessed]
--target=TARGET configure for TARGET [TARGET=HOST]
Features and packages:
--disable-FEATURE do not include FEATURE (same as --enable-FEATURE=no)
--enable-FEATURE[=ARG] include FEATURE [ARG=yes]
--with-PACKAGE[=ARG] use PACKAGE [ARG=yes]
--without-PACKAGE do not use PACKAGE (same as --with-PACKAGE=no)
--x-includes=DIR X include files are in DIR
--x-libraries=DIR X library files are in DIR
