Allowing user privileges to cancel print jobs

We need to allow one of our users the privilege of deleting print jobs out
of the print queue. I went into the Division of Privileges, Printer
Management, and added the name of the user. This should have allowed that
user to be able perform "adding and removing of printjobs, etc." When I try
using cancel ### printername, I get a permission denied error. What am I
missing?
