Problems with NTP

Admins,
        
        I upgraded an ES40 from 5.1 to 5.1B over the weekend and now I am
experiencing problems with ntp. I issue the ntp -s time_server command and
I am getting the following error:

  recvfrom: Connection refused

        Nothing changed in the ntp configuration and the xntpd is running.
Any ideas as to why I am getting this?
