Thanks to Spider Boardman for answering both of my questions.
Yes, it is possible but not supported - primarily because the ones that
wanted the feature didn't want it to be able to be modified on the fly,
however:
# dbx -k /vmunix
(dbx) assign noadd_execaccess=0

will enable users to set the execute bit on binaries.

The parameter that affects users being able to set the execute bit is
noadd_exec_access in the vfs section of sysconfigtab.
