Modem Configuration Problem (hanging unkillable process)

I am trying to set up a Swan Speed Demon 56K external Modem on our
AlphaServer 4100 running HP Tru64 V5.1 and using PPP.

This modem is a replacement for a different model, so my assumption is that
all the configuration information currently set up is corrrect.

I have set this modem up on a PC (with all it's internal defaults) and
managed to connect.

However, when I try and access the modem connected to the UNIX box using tip
(to trouble shoot). I receive the 'connected' message and then the
connection hangs. I cannot input any AT commands. Trying to kill the tip
process in any way (including kill -KILL) fails. Currently I am having to
reboot the box each time I try and investigate this. I need another solution
to free up the port associated with the hung process that does not involve a
re-boot.

Does anyone have any ideas?
