help with login on tru64

HI managers

I hae a dec-alfa box runs osf1 v5.0 tru64; when I telnet and log as root all
goes well; however when I log as any account nothing works, if I type login
and passwd as the same logs me out immediately , if I take the correct
passwd does not accept and keep on asking for login/passwd.
