Oracle and Unix fine Tuning

Dear All,
I have a client who runs oracle on an ES40, 4 CPUs,
666MHz, 4Gigs of
ram, 2 Gigs of swap space. They have 4 18.2 Gig hard
disks, striped with
parity, and then divided into 4 partitions for their
various database
apps. For some strange reason, this highly powered
server is extremely
slow, so much so that a proliant ML530 with 2Gigs of
ram running Solaris
out performs it. I believe this must be some sort of
performance
optimisation problem, can anyone please help?
