SUMMARY: How to change the state of a plex?

Thanks to Pat O'Brien for the response.

The problem and the reason for the "locked by another
utility" error message is that during a configuration
change, LSM wil lock the effected objects ( plex in my
case) until the change is complete. It sets tht tutil
field to prevent another utility from making any other
changes during this time; locking the object. If the
configuration change was terminated abnormally, this
lock may still be held and henct the error.

The lock was cleared using :
>volmend -g clear tutil0 specifying the volume name
and all the plexes associated with that volume.

This solved the problem.
