Here is the answer send by Thomas P. Blinn.

NHD3 was a nightmare. The "osf_boot" in the original V4.0F kit was
bad, and causes boot errors. There is an "osf_boot" in the root of
the NHD3 CDROM. Copy it into the root directory of your system and
then the boot link SHOULD work.

I tried it after recived and it's ok. I boot on single user, copy the
osf_boot file from the NHD3 in the root and it boot to multi-user.
