It's requiring GNU make (or, at least, not working
with Tru64 make).
I've reported a bug.

Just a guess here... Things on the open source CD may
expect that
you
are using GNU make (/usr/local/bin/make) rather than
DEC make
(/usr/bin/make). I've often found that DEC make is
confused by
makefiles
written for GNU make, and it does lead to this kind of
error.
