Less CPU for X-terminal users

I have the following problem: my DEC-Alpha unix box gives a factor 4 or 5 less
CPU time to a user who employes an X-terminal to connect to the box, than to any
other user who employs either a PC+X-window emulator, or another unix box, to
connect to my Alpha. Changing priority of each user's job (with renice) has no
effect on this unequal distribution of CPU time. All connections are via an
ethernat LAN. What could be causing this behaviour?
