moving accounts to new system

hello,
We have a Du4.0F system with about 45,000 pop accounts.
We will be upgrading to 5.1a soon. We have 5.1a installed on
a second disk and can boot the system and mount the old disks/domains.

The old passwd files can be copies to the new root disk, but what does one
need
from the tcb system? Should we change from C2 level security to basic on the
old system,
boot the new root disk, mount the old root under 5.1a,copy the passwd file
with passwords over
then re enable C2 ?

users do no login, they only pop.
