More sendmail reconfiguration

Please let me explain better with an example:
Assuming the domains of our Institution are *.ciemat.es,
we want that nobody inside the Institution can
make and send an mail with, lets say, user@abc.es
instead of the right user@ciemat.es
That is, spoofing of the domain by staff people
making messages from our site.

We don't know how that can be achieve, whether
by means of a "site IP addresses range" - "site domains" table
or by any other technique within a ruleset in sendmail.cf
or whatever...but we know this have a solution.

But besides the above we want that mailer keeps on permiting
the forwarding of messages according user's election in the
.forward file of his/her account, as is already implemented
on it.

Original message:

Hi admins,

We need our Sendmail only process outbound messages whose domains
match IP addresses within our IP range, preventing the rest; so that
our domains can't be spoofed.

Nevertheles we want Sendmail keeps permiting messages be forwarded
depending of the userīs forwarding policy ( .forward file in userīs account)

The machine is configured as mailbox server V5.1A + PK1.
sendmail is V 8.10 (i think; i don't know where I must see. Anyway is
the sendmail that comes with the system).

Any help will be apreciatted
