CLOSE_WAIT state is it a bug???!!!

I see :

localhost.1232 CLOSE_WAIT

localhost.4689 CLOSE_WAIT

on one of our DS20 servers running 4.0f,
is it a bug?? and also can anyone help how to get rid
of these sockets without rebooting the machine.
