ftp with solaris 9

Couldn't ftp to my sun solaris 9 with error below

220 FTP server (SunOS 5.9) ready.
Name (10.10.27.22:root): root
331 Password required for root.
Password:
530 Login incorrect.
Login failed.

Already uncomment the /etc/services
-> ftp 21/tcp
and uncomment the /etc/inetd.conf
-> ftp stream tcp nowail root /usr/sbin/in.ftpd in.ftpd
Then restart the ftp services by #/usr/sbin/inetd -s

Any ideas ?
