force login as user, then "su" to root: not working for SSH

Hi,

I did uncomment the line "CONSOLE=/dev/console" in the file
/etc/default/login (Solaris-9), but it still allows me to login directly as
"root" from a network connection using SSH to the SSHD server on the target
host.

Any reason why? Has it something to do with entries in /etc/pam.conf ?

Any help is mostly appreciated !
