want to telnet on init 1

Hi all gurus,
I have a problem I want to switch my SUN FIRE 280R with Solaris 8
machine to allow telnet even when its on init 1. How can I do this?
because if I run init 1 the m/c only allows us to work from the console.

Can any one help me please.
