Ownership of NFS mounts

I have shared out a directory on server A for NFS mounting on other
servers. On server B everything is fine. On server C the ownership of
all directories and files is user A on the system. The user is not the
user that I want to own the file system.
I have tried to change ownership of the directory structure as both
user A and as root. It won't let me change the ownership as either user
A or root.

When I mounted the directory I am logged on as user B (who I want to be
the owner) and su'd to root.

# chown oracle conversn (This is entered as root)
chown: conversn: Not owner (This is the system response)

It gives the same when I am logged on as user A.

Any ideas.
