can not configure dmfe1 on a V100 ... ???

Hello Managers:

I have a V100 which has two network port dmfe0 and dmfe1.

dmfe0 is coming up without any problem at all but dmfe1 is not coming up.
Here is what the server is displaying when coming up:

If you look at what's in red you will think both port are coming up but when
I do a "ifconfig -a" this
is what I'm getting:

NOTICE HOW dmfe1 IS NOT COMING UP.

I had change the eeprom setting "local-mac-address" from falso to true and
still doing same thing.
