socket: All ports in use error

Hi everyone,
I have posted a similar and more general
question while back but this is very
specific problem we are having:
Every time there is major code push to the
production environment in one of our
locations only, we get "socket: All ports in
use" error,we will have to try it two or
three time to get it going. We use rdist to
push code to production systems. The system
which the push is going from is a 4500
Solaris 2.6 patch 29, recipient systems are
mix of Solaris 2.6 and 8 but we get the error
on all of them (Sol 2.6 and 8). I added the
following to all Solaris 8 systems
but it did not help at all.
ndd -set /dev/tcp tcp_time_wait_interval 60000
(just typed it on the command line)
There is a router and a firewall between the
push machine and the rest of the servers.
Is there anything else I can check or do to
fix this
problem? Is this error coming from the code
recipient systems or else where?
